The first selected fleet will steam to the other fleet and will become a part of it in a subgroup (e.g. Select your fleet you want to merge and right-click on the other fleet which will receive these ships and select “ Merge fleets“. You can even set more waypoints/orders by holding the shift-key. Right-click on the map and you will be able to “ Move” or to “ Patrol” with this fleet.
